Agenda and discussion
The minutes of the meeting of 10 April 2025 are approved. The answers in the “Outstanding questions” file were sent on 22 May to those who attended the previous meeting. The council thanks the mayor, the alderman and the police zone representatives for attending.
Points raised by email before the meeting
Safety at the Rue du Maquis / Avenue Grosjean junction
A request will be made to redesign the flower beds and improve visibility at the junction.
Frequency of STIB bus 21
A participant representing a local business reports that line 21 is a problem for its activity. The alderman points out that, in meetings with STIB, what counts is the well-being of all Evere residents; given the route of the line, the request will be passed on.
Pavements on Avenue Mommaerts
Keeping walkways, pavements and verges usable and in good condition, and pedestrian safety, are the responsibility of the building owners. Following meetings between the municipality and local residents, comments have already been made to improve pedestrian access and unloading by carriers (to be followed up). However, the avenue needs to be rethought as a whole to allow deliveries and suitable traffic.
Road surface of the Rue Colonel Bourg / Avenue Georgin roundabout
It is difficult for the municipality to consider a full renovation as long as the Region has not clarified the route of a STIB tram along the avenue. An inspection will be carried out with the technical departments for partial repairs to the asphalt and potholes. The condition of the road also depends heavily on buses, especially at stops (a general problem in the municipality).
Pavements on Rue Colonel Bourg (between Avenue Georgin and Avenue Grosjean)
Besides the ongoing works, the condition of the pavements is due to the growing roots of the nearby plane trees. A decision has to be taken on the solution.
Rue Colonel Bourg: speeding, motorbike rodeos, double parking
-
Speeding and motorbike rodeos: the police zone has been informed; a redesign of the street is being studied.
-
Double parking near building sites and a vehicle inspection centre, in front of a fire service access or a car park entrance: reported to the police. When there are traffic problems, especially on Fridays, the police prevention service steps in to keep traffic moving.
-
Safety in the Colonel Bourg area, given the number of empty buildings: the police carry out checks on request and patrol the unoccupied buildings. A prevention campaign (“good practice”) is requested.
Planting around roundabouts
The planting department will be asked to redesign the flower beds.
Other points discussed
A resident gives a presentation going over several points already raised:
-
Pedestrian crossings (Rue Léon Grosjean, Rue Hugo Verriest, Avenue V-Day): for better visibility, the alderman for Green Spaces has been asked to replace the current planting with flower beds. Sibelga has been contacted to improve the lighting, though the effectiveness of this measure is doubtful. The current delivery zone will be reduced in the next few days. The police are asked to enforce the speed limit.
-
No-entry sign at the junction of Rue Colonel Bourg and Rue Georges De Lombaerde: should it be moved? Noted.
-
One-way traffic on Rue Georges De Lombaerde / Rue Colonel Bourg: additional checks and a study of whether a one-way system is appropriate.
-
A new pedestrian crossing at the junction of Avenue V-Day and Rue Verriest: noted.
-
Motorbikes on the footpath in Parc Mandela (Clos des Compagnons Bâtisseurs): a study will look at installing a barrier (chicane) that lets pushchairs and people with reduced mobility through.
-
Parking: a resident deplores anarchic parking on Rue du Maquis and Clos des Bâtisseurs (14 calls to the dispatch service in 2024). Noted.
STIB bus stops between Paduwa and Carène
The stretch between these two stops is longer than others and has no stop near a busy shopping area (supermarkets and shops on Avenue Mommaerts and Chaussée de Louvain). The problem was already raised at the meetings of 14 April, 21 September and 16 November 2022, 7 November 2024 and 20 February 2025. At a forthcoming meeting with STIB, the alderman will put forward this request.
Antisocial behaviour on Rue Georges De Lombaerde
Antisocial behaviour has been reported. The mayor suggests raising awareness among the young people of a nearby sports club and their parents, through their coaches.
Lighting at the Chaussée de Louvain / Rue Georges De Lombaerde junction
This is a regional road: the alderman will get in touch to look into improving the lighting.
Police presence
A coordinator regrets that police officers are no longer seen on foot or by bike as they used to be. The police regret this too: it is due to staff shortages and the zone's other duties.
Police zone and Egregoros
The police zone representatives point out that they are always available to residents, who can contact them when needed. The Egregoros representative points out that the mediation service can be reached from 9 am to 1 am to help ease tensions. Leaflets (burglary prevention, mediation, community wardens) accompanied the original minutes; they are not reproduced here.
Haut-Evere Neighbourhood Council
The mandate of Neighbourhood Council members expires on 1 January of the year following the municipal elections. A call is made to anyone who would like to take an active part in the council and become a full member. This means attending the quarterly meetings and, as far as possible, the activities held in the municipality (Evere en Fête, welcome for new residents, neighbourhood party…).
Closing
The council thanks the elected officials, the police zone representatives and the four residents present, and regrets the absence of several people who had asked for a meeting dedicated to mobility and safety. The meeting closes at 8.45 pm. Next meeting: date to be confirmed (after the summer).
Council meetings are open to anyone who wants to bring the neighbourhood to life and help people live well together.
Public version of the minutes: names and contact details of private individuals, attendance lists, email exchanges, appendices and the “agenda” sections of the original version are not reproduced.
Attendance
The mayor, the alderman for Citizen Participation, Mobility and Public Works, two council coordinators, four residents, representatives of the police zone and of Egregoros. Two apologies.
