Agenda and discussion

“Outstanding questions” file

The answers received to the questions raised at the previous meeting were sent to everyone on the mailing list.

Additional information from the Everna community centre on digital skills training: there are two public digital spaces in Evere (at the social centre, Avenue Henri Conscience, and at Entrela, on Tuesdays on Avenue de Platon and on Thursdays on Rue de Paris). Everna also runs a Digipoint every Wednesday afternoon (except during school holidays), free and without appointment, in Dutch, French or English, where laptops can be borrowed. LDC Aksent runs digital skills classes every other Tuesday.

Cleanliness and public space

Evere's cleaning department has 47 staff, plus enforcement officers. After a short presentation, there was a question-and-answer session.

  • Rubbish bags put out on the wrong days: on Chaussée de Louvain (a regional road), Bruxelles-Propreté is responsible. Elsewhere in the municipality, municipal departments, enforcement officers and the police regularly check for rubbish put out at the wrong time, and offenders are fined. The council has asked for statistics.

  • Containers: blocks of flats have containers, but where should they be stored, apart from in recent buildings with a dedicated room? Bags torn open by crows and foxes: what action is planned? Rats near rubbish: report to Bruxelles-Propreté, which has a dedicated service.

  • Municipal bins (around 500, 420 of them concrete): many people put household waste in them; checks are carried out. The municipality plans to gradually replace the existing bins with “yellow” bins with a smaller opening. Underground bins were discussed (whether they are appropriate and feasible).

  • Bins on Rue Willy Van der Meeren and on the path behind the houses: attractive but small, they regularly overflow; dangerous items (syringes) have been found in them.

  • Municipal recycling centre: the former recycling centre on Avenue Bordet is on the territory of Zaventem, which does not allow this kind of storage, hence its closure in 2022. The municipality is looking for another site; the idea of a site shared with a neighbouring municipality has been put forward.

  • Bulky waste: to make up for the closure, every Evere resident can have bulky waste collected as often as they like (2 m³ per collection), free of charge, by booking with the Front Office.

  • Garden waste in spring: could suitable containers be provided? Rubbish and bulky waste at the foot of trees (General Police Regulation): a new information campaign is requested, with checks by the prevention services.

  • Waste from shops: shops must use the appropriate bags, but rarely do. What will the municipality do to enforce this rule?

  • Several participants complain that they get no answer when they phone the administration. They are advised to go through the Front Office, or to use the Fix My Street app to report any nuisance.

The council thanks the representatives of the cleaning department and their alderman, and hopes that particular attention will be paid to the points raised.

Participants' questions

  • Playground between the Artémis area and Avenue des Anciens Combattants: an email was sent to the municipality on 11 April asking for information.

  • Central reservation on Avenue Franz Guillaume, left in poor condition by the contractor after works: will it be restored, and at whose expense?

  • Add a bench in Parc Mandela: noted by the alderman.

  • Energy community: a participant announces the creation of a non-profit energy community. Anyone interested can get information from the project's initiator (details sent to members by email). The alderman present offers to organise an information session for all residents at municipal level in the coming months.

Closing

The council thanks the ten people present and regrets the low turnout of registered members. The meeting closes at 9.15 pm.

Next meeting: date to be confirmed. In agreement with the alderman in charge, the council hopes to invite the police zone to discuss mobility and safety in Haut-Evere.

Council meetings are open to anyone who wants to bring the neighbourhood to life and help people live well together.
