Agenda and discussion
The minutes of 7 November 2024 are approved without comment.
“Outstanding questions” file
The answers received to the November 2024 questions are read out. They have the merit of existing, but leave the door open to new questions and to the hope of follow-up from the municipality (file attached to the original minutes).
Meeting of the neighbourhood councils with the alderman for Citizen Participation
Since December 2024, a new alderman has been in charge of citizen participation. At his invitation, the three neighbourhood councils have already met twice, to better understand each neighbourhood's specific problems and the councils' expectations. The outcome is that everyone wants more information from the municipality and follow-up of their requests. As the alderman is also in charge of Finance, Public Works and Mobility, several commitments were made. Three alderman / neighbourhood council meetings have already been scheduled.
Grant
A sum of €300 was allocated to the council at the start of the year. Suggestions on how to use it are welcome.
Cleanliness Ambassadors
The municipality is inviting residents to take part in the “Wake-up, Clean-Up” project, whose aim is not to replace the cleaning service but to “inspire and educate those around you about the importance of a clean environment and sustainable practices”. Some members are considering taking part, but the question arises of how participants in the same area can get in touch: the organisers cite privacy protection rules.
Open questions
-
Older residents: two participants announce a meeting in April on passing information on to older people, who have their full place in the life of the municipality. The council regrets that a Seniors' Advisory Council, which existed from 2013 to 2019, was not re-established during the previous term.
-
Training: could free training in new information and communication tools be offered, to narrow the generational and social divide?
-
Fly-tipping at the junction of Rue Georges De Lombaerde and Rue Colonel Bourg (rubbish bags, tyres, etc.): could a fixed or temporary camera be installed to identify offenders?
-
Safety in the same area: residents report suspicious behaviour near car park ramps and regular night-time “rodeos”. They ask the municipality to pass the information on to the police.
-
STIB bus 80: the question of a stop near Avenue Mommaerts, and of public transport frequency in this part of the neighbourhood, remains. What is the status of the follow-up?
-
Life in Haut-Evere: participants regret the lack of activities. Shows and activities are regularly held in Bas-Evere: why never in the Simone de Beauvoir hall, or around Place Jean de Paduwa, the heart of the neighbourhood?
-
Rue Georges De Lombaerde and surroundings: GPS sends some vehicles to an address on Avenue du Colonel Bourg via this residential street (Avenue des Communautés, Chaussée de Louvain, Rue Georges De Lombaerde), which increases traffic.
-
Recycling centre: participants once again regret the closure of Evere's recycling centre. Used potting compost is apparently not accepted at the Canal recycling centre, and cannot go in the white bag: where can it be disposed of?
-
Cleanliness: the council is considering inviting the alderman for Public Cleanliness and Green Spaces to a future meeting.
Haut-Evere Neighbourhood Council
Under the neighbourhood council rules (chapter 3, art. 9), the mandate of the council's representatives expires on 1 January of the year following the municipal elections. The municipality proposes to hold a meeting in the neighbourhood in the coming months to elect a new council. The council is already looking for candidates who wish to take an active part as full members.
Closing
The council thanks the seven people present and regrets the low turnout of registered members. The meeting closes at 8.45 pm. Next meeting: date to be confirmed.
Reminder: under the General Police Regulation, the occupants or owners of a home are responsible for keeping the pavement in front of it clean. If your rubbish bag tears on the public highway, you must clean up; an administrative fine may be imposed.
Public version of the minutes: names and contact details of private individuals, attendance lists, email exchanges, appendices and the “agenda” sections of the original version are not reproduced.
Attendance
Two council coordinators and seven Haut-Evere residents. Several apologies, including a municipal councillor.
