Foreword
At the request of the participants of the previous meeting, the council invited the acting mayor mainly to shed light on mobility and safety issues in Haut-Evere. The community police officers of the Brussels North police zone asked to attend the meeting to introduce themselves.
Agenda
Approval of the minutes of the meeting of 6 April 2023
As no comments were submitted, the minutes are approved. (The date “26 April” in the original version was a mistake; it has been corrected to “6 April”.)
Feedback from the municipal administration
The Advisory Council for Citizen Participation met on 21 June, but there was no feedback on the outstanding questions.
Contribution from the acting mayor
-
Tram on Rue Colonel Bourg: the mayor confirms the information about the future route. Despite the municipality's unfavourable opinion, which proposed an alternative route via Chaussée de Louvain, the Region is sticking to its decision (decision in principle).
-
Future mobility: given the new buildings, the municipality will take this into account in its mobility plan (access roads, public transport: route, frequency, stops). A consultancy will be appointed to make proposals.
-
A resident points out that lorries required to leave the motorway at Evere to reach Place Meiser face six sets of traffic lights. The question will be put to the Region.
-
Cycle lanes: 71% of municipal roads have cycle lanes (separate or marked on the road).
-
30 km/h zone: Haut-Evere is the most monitored neighbourhood (mobile speed cameras, police / customs checks: 70 road users fined on Avenue Bordet / Rue de Zaventem). Mobile speed cameras are placed regularly.
-
E-scooters: in the coming months only two operators will remain. Scooters must be left in one of the municipality's 50 drop zones; otherwise the operator is charged €125. Around 500 interventions have been carried out so far.
-
Pavements near the supermarkets, Avenue Mommaerts: a project to improve the whole street (trees, cycle lane) is under way. A letter will be sent to insist on pedestrian safety near a loading bay; a planning permit to adapt it is being examined.
-
Saint-Josse-ten-Noode stadium: Evere and Woluwe have issued an unfavourable opinion on the redevelopment project. To be followed up.
-
Waste: the municipality is not satisfied with the current household waste plan and has written to Bruxelles-Propreté. It has bought two mobile camera systems to combat fly-tipping and catch offenders in the act.
-
Bulky waste: free municipal service, limited to 2 m³ per household, reserved for Evere households, by appointment. A paid service is also available via Bruxelles-Propreté.
-
Derelict site on Chaussée de Louvain: awaiting a court ruling, following a disagreement between the heirs who own it.
There was a constructive exchange between residents and the municipal administration. All questions were answered, and many notes were taken to help with future choices.
Contribution from the community police officers
The two officers, who work in Haut-Evere from Avenue des Loisirs to the Diablotins area, introduced themselves and explained their role in the Brussels North police zone. One covers the streets from Rue de Genève to the Platon / Diablotins and Paduwa areas; the other covers the Frioul, Andalousie, Kent, Petite Suisse, Anciens Combattants and Dunant areas. Both want to work with residents, who can contact them when needed (details on the police website: police.be/5344/fr/contact/votre-quartier).
Artémis playground
To modernise the playground, the municipality invited residents to send in ideas; only two replies were received. A summary will be sent to the relevant department in the first week of July.
Closing
The council thanks both speakers and those present for their interest in the future of the neighbourhood. The meeting closes at 8.30 pm. Next meeting: September 2023.
Council meetings are open to anyone who wants to bring the neighbourhood to life and help people live well together.
