Agenda

Approval of the minutes of the meeting of 16 November 2022

As no comments were submitted, the minutes are approved.

Feedback from the municipal administration

As the council's and residents' emails and requests for information went unanswered (except by the mayor himself), the council asked to meet him in the presence of the three neighbourhood council representatives. Following the meetings of 14 February and 14 March, a new momentum has emerged and reassurances were given about the future of the neighbourhood councils in their current form. The current representatives will continue to act as a link between residents, elected officials and the administration; any resident wishing to take over as coordinator is welcome.

Follow-up of the points raised in November 2022

  • E-scooters: a meeting took place in early February. Parking rules will be recalled and the regulations enforced.

  • STIB, bus 80 stop: answer of 21 November 2022: “I am asking the alderman to write to them.” Answer of 4 April 2023: “I am not aware of any contact with STIB, but I am looking into it.”

  • Rue des Deux Maisons, around the school: community wardens are assigned first and foremost to municipal schools.

  • Around the supermarkets: a letter was sent to the retailers to draw their attention to the parking of delivery lorries and to residents' safety.

  • Planting at junctions: the planting department was made aware and carried out some work (for example at the Anciens Combattants / Loisirs and Anciens Combattants / Guillaume junctions).

All answers received so far are listed in the “Outstanding questions” document.

Points raised by letter

  • Letter from a resident: install a pedestrian crossing at the junction of Rue Hugo Verriest and Avenue V-Day; improve pedestrian visibility by removing bushes near pedestrian crossings (notably on Rue Léon Grosjean); open up the Maquis / Bâtisseurs area and allow more flexibility for parking, as traffic there is hampered by delivery vehicles and vehicles parked badly or driving the wrong way on Rue Georges De Lombaerde. (Answer: see planting.)

  • Letter from a resident: traffic at the junction of Rue Guillaume Van Laethem and Rue Hugo Verriest. Answer: the department is looking at the best option to improve road safety and the police will be asked to step up speed checks.

Round table

  • Mobility / prevention, Rue des Deux Maisons, school: there is a pedestrian crossing, but it would be wise to protect it with a chicane, which would also stop vehicles stopping and dropping people off on the crossing.

  • A STIB tram on Rue Colonel Bourg: residents have questions about this project, in a street that is regularly congested near the vehicle inspection centre. The council would like to hold a dedicated meeting with a representative of STIB and/or the municipal administration (mayor or alderman).

  • Vehicles leaving a supermarket on Avenue Mommaerts: although it is private property, could the retailer be made aware of the problem?

  • Parc Mandela: according to local residents, the park opens and closes at irregular times. Could the relevant department be made aware?

  • Avenue de l'Andalousie: the surroundings have recurring problems (e-scooters, litter, antisocial behaviour). Could they be monitored?

  • Municipal parks: put up clearly visible signs setting out the rules of conduct and prohibitions, which would at least act as a deterrent when an authority records an offence.

  • Garden waste: since the recycling centre on Avenue Bordet is closed, could it be dropped off at the municipal planting department on certain days and times?

  • Antisocial behaviour at bus shelters: some STIB shelters stand in front of house façades and are used as a shelter or bench (for example at the Paduwa stop and on Avenue des Combattants). At a meeting with STIB, ask for them to be better placed.

  • Information: what is the status of the tower project on Rue Colonel Bourg and the redevelopment of its surroundings?

Advisory Council for Citizen Participation

At the advisory council's meeting on 19 April, the council hopes to get answers to the questions in these minutes that may be of interest to all residents of Evere.

Grants

Current balance: €1,101.64. The council is still waiting for a proposal on how to use it.

Closing

The council thanks those present for their interest in the future of the neighbourhood. The meeting closes at 8.30 pm. Next meeting: depending on the answers received, before the school holidays.

Council meetings are open to anyone who wants to bring the neighbourhood to life and help people live well together.

Letter to the municipality (11 April 2023)

The minutes of the meeting of 6 April 2023, together with a summary file of the questions and answers exchanged between Haut-Evere residents and the municipal administration, were sent to the municipal departments and to the mayor.

At the meeting, those present mainly expressed concern about a possible STIB tram on Rue Colonel Bourg and about increasingly frequent antisocial behaviour.

The council asked for a municipal elected official to attend a future meeting (date to be agreed) to allay these concerns. For the other questions in the two documents, it asked for an answer before the council's next meeting.
